Please read these Terms carefully before using the RISE Platform. By accessing or using the Platform you agree to be bound by these Terms. If you do not agree, please do not use the Platform.
1. Acceptance of Terms
These Terms of Use (“Terms”) constitute a legally binding agreement between you (“User”) and the Rwanda Education Board (REB), governing your access to and use of the RISE Platform (“Platform”), including the recruitment portal, application status checker, and all associated digital services.
Your use of the Platform constitutes your acceptance of, and agreement to, these Terms and our Privacy Policy, which is incorporated herein by reference.
2. Platform Purpose
The RISE Platform is an official Rwanda Education Board system designed to:
- Facilitate the transparent and merit-based recruitment of learning facilitators for the RISE Programme
- Allow applicants to submit applications and track their status
- Enable programme staff to manage, assess, and report on recruitment activities
- Support the deployment and monitoring of facilitators across learning sites in Rwanda
The Platform is operated on behalf of REB by DOTrust Rwanda under a service agreement.
3. Eligibility
To apply for positions through the Platform, you must:
- Be a Rwandan citizen or lawful resident with a valid 16-digit National ID
- Meet the specific eligibility criteria published in the relevant recruitment campaign
- Be at least 18 years of age at the time of application
- Not have been barred from REB programmes due to misconduct or fraud
For Platform staff accounts (administrators, reviewers, coordinators), access is granted exclusively by authorised REB administrators. Attempting to create or access staff accounts without authorisation is prohibited.
4. Accuracy of Information
By submitting an application through the Platform, you represent and warrant that:
- All information you provide is true, complete, and accurate to the best of your knowledge
- You are the person identified by the National ID you submit
- You hold the qualifications and credentials you claim
- Any documents you upload or link to are authentic and unaltered
Providing false, misleading, or fraudulent information is a serious violation of these Terms and may result in immediate disqualification, removal from the Programme, and referral to the relevant authorities. REB reserves the right to verify all information you provide, including through the Rwanda National Identification Agency (NIDA).
5. Recruitment Process
You acknowledge and agree that:
- Submission of an application does not guarantee selection, an interview, or any employment outcome
- REB reserves the right to modify, postpone, or cancel any recruitment campaign at any time
- All recruitment decisions are made at the sole discretion of REB and are final
- Shortlisting is based on a combination of automated scoring (location, education, demographics) and human review; neither process is infallible
- You will be notified of your application status via the contact details you provided; it is your responsibility to keep these details current
- You may apply to multiple campaigns, but each application is evaluated independently
6. Account & Access
Staff accounts on the Platform are personal and non-transferable. Account holders must:
- Keep login credentials confidential and not share them with others
- Immediately notify REB of any suspected unauthorised access to their account
- Use their account only for its intended purpose within the scope of their assigned role
- Log out of the Platform when their session is complete, especially on shared devices
REB reserves the right to suspend or terminate any account that is used in a manner inconsistent with these Terms, without prior notice.
7. Acceptable Use
When using the Platform you must not:
- Attempt to gain unauthorised access to any part of the Platform or its underlying infrastructure
- Submit applications on behalf of another person without their explicit consent
- Introduce viruses, malware, or other harmful code
- Engage in scraping, data mining, or automated access that disrupts the Platform's operation
- Impersonate any person or entity, including REB staff
- Use the Platform for any unlawful purpose or in violation of Rwandan law
- Attempt to bribe, coerce, or improperly influence any person involved in the recruitment process
Violations will be investigated and may result in disqualification, account termination, and/or legal action under Rwandan law, including the Law Relating to Cybersecurity (Law No. 60/2018).
8. Intellectual Property
The RISE Platform, including its design, source code, content, logos, and all associated materials, is the intellectual property of the Rwanda Education Board. All rights are reserved.
You may not reproduce, distribute, modify, or create derivative works of any part of the Platform without prior written permission from REB.
By submitting application materials (responses, documents, etc.), you grant REB a non-exclusive, royalty-free licence to use that content solely for the purposes of evaluating your application and administering the RISE Programme.
9. Limitation of Liability
To the maximum extent permitted by applicable Rwandan law, REB and its service providers shall not be liable for:
- Loss of opportunity, employment, or income arising from your use of the Platform
- Technical errors, interruptions, or downtime affecting the Platform
- Decisions made during the recruitment process
- Data loss arising from circumstances beyond our reasonable control
Nothing in these Terms limits REB's liability for death or personal injury caused by negligence, fraud, or any liability that cannot be excluded by law.
10. Termination
REB may terminate or suspend your access to the Platform immediately and without notice if:
- You breach any provision of these Terms
- We are required to do so by law or regulatory authority
- We decide to discontinue the Platform or any part of it
Upon termination, your right to use the Platform ceases immediately. Sections 4, 7, 8, 9, and 11 of these Terms survive termination.
11. Governing Law
These Terms are governed by and construed in accordance with the laws of the Republic of Rwanda, without regard to conflict of laws principles.
Any disputes arising from or related to these Terms or your use of the Platform shall be subject to the exclusive jurisdiction of the courts of Rwanda. Before resorting to formal legal proceedings, the parties agree to attempt good-faith resolution through REB's internal complaints process.
